Political modernization, institutes of civil society and strategy of their development

Prospects of political modernization will be defined by the ability of a regime to solve such four groups of problems which have the general and at the same time specific Ukrainian character: the release from the political control of a prevailing part of economic resources; creation of an open social structure by overcoming proof territorial and professional impaction of people; formation of political institutes and cultures which provide mutual safety of opened political rivarly of different forces in struggle for authority;creation of effective system of local self-government which is capable to become a real alternative to traditional bureaucratic centralism.
