Formation of European citizenship as a special phenomenon of the united Europe

The first debates in relation to the issue of European citizenship began at the beginning of 1970-th, when under the conditions of economic crisis the interest to the idea of political integration was awaken. At the end of 1975 the Commission on the problems of rapprochement of the European political systems presented a lecture in which for the first time the matter in question was about the introduction of European citizenship as about one of necessary terms of completion of formation of the political union. In 1980 the problem lost its former relevance, although, at the beginning of 1990 when French president Francois Mitterrand and chancellor of Germany Helmut Kohl came forward with the initiative to create the political union of twelve European states which then were the members of the European Economic Community (EEC) the question of the unique citizenship again came to the fore.
