“Regional Reforms Are to Take Place. Presently for this Purpose the Main Exists for it - Political Will”
About the intention to realize in Vinnytsya region the pilot project of decentralization of power for the good of territorial societies Sergiy Tatusyak reported during his first appearance before the deputies of region council at once after the election on the position of the head. He spoke not for the sake of a witty remark. Before having been elected the leader of deputy corps Sergiy Pylypovych had worked on the material for creation of Conception of reform of local self-government for several years. He learned to perfection the experience of administrative-territorial and administrative reform in Poland. And he also contributed actively in this for the leaders of territorial societies of the region.
Vinnytsya region put before itself a strategic purpose: to set the collaboration with one of regions of every country of Europe. Presently the region already has 10 brotherly agreements with the regions of other states, in particular, with three in the countries of the European Union – two in Poland and one in Romania. And if talking about the contacts between territorial societies, as it has already been mentioned, no other region can be compared with Vinnytsya region.
It can be stated without exaggeration: habitants of Vinnytsya region were the first in Ukraine to master the experience of the neighboring state on the questions of reformation of territories and administrative system. Polish model of reforms, as it is known, is acknowledged to be one of the best in Europe. To reform Ukrainian local self-government on the same principle is the purpose of Vinnytsya region council. Exactly thereon each time the recently elected head of region council accents the attention of public.
