Tradition of electiveness of top management dates back the time of military democracy. And it’s clear that under the conditions of historically protracted predominance of monarchies this principle could touch only collegial representative organs. However, taking into account the recognition of republican form of government by majority of countries of the world, it has begun to spread on the institute of country's leader as well.
