Tymofiy Motrenko: “New Law about State Service is Necessary as the Breath of Life”

State service is not experiencing the best times presently. Frequent changes of governments cause considerable staff turnover among civil servants. Until now there are numerous aspects of government service and local self-government which are not legislatively well-regulated and that fact is an obstacle in the way of their development. Civil servants complain about insufficient material providing and citizens say that they show careless attitude toward duties and spread bribery.
Tymofiy Mortenko, the head of the Central Administrative Board of Government Service of Ukraine, told about the ways of solving these problems to the correspondent of the periodical “Viche”.
